Of the 22 000 lawyers in South Africa, one in 10 is black. To address this imbalance, a committee representing the attorney profession's interests will be selected to draft a consensus document. In drafting the charter, attention will be paid to the nature of the legal profession and its ability to achieve targets on equity ownership, employment equity and transformation.
The charter will be aimed at the small and medium sized firm and like other empowerment charters, compliance with equity targets will be voluntary. It is important that the charter provides law firms with guidance on their transformation and covers such matters as recruitment, transfer of skills and corporate responsibility.
